Recently, international law foundation Global Rights Compliance, supported Ukraine’s Office of the Prosecutor General and the National Police of Ukraine to issue a first of its kind Notice of Suspicion, uncovering the responsibility of a Russian commander for the systematic and coordinated war crimes carried out by forces under his command in Bucha.
This marks the first case in Ukraine’s investigations into the illegal Russian occupation of Kyiv Oblast, where a commander – not merely a direct perpetrator – is suspected of criminal responsibility for the actions of his subordinates.
The Notice of Suspicion was issued for Yurii Vladimirovich Kim, commander of a platoon in the 76th Air Assault Division, who is suspected of being criminally responsible for ordering his troops to commit war crimes, including the wilful killing of civilians, during Bucha’s illegal occupation in the early stages of Russia’s full-scale invasion.
